5.13. OIL/CHEMICAL POLLUTION AT TERMINALS
(a) Oil/chemical or cargo pollution may result due to many of the emergencies mentioned in this manual. For any case of oil/chemical pollution, vessel SOPEP/SMPEP/PCSOPEP (as applicable) shall be referred to. In case the vessel is in US waters, vessel VRP shall be activated.
(b) A gas carrier must activate ESD and liaise with the terminal.
(c) Additionally, gas carriers shall monitor tank pressure and ensure the loading valve of one tank is open to prevent entrapment of liquefied cargo in the cargo line.
(d) Oil/chemical pollution at the terminals may be caused:
- From own vessel while loading or discharging
- From terminal while own vessel is loading or discharging
- From another vessel at the terminal
- From the terminal/port installations when the vessel is idle at the berth or at anchor
(e) In case the source of pollution is not apparent, it is very important for the Master to ascertain positively whether the source of pollution is from own ship, before activating the full-scale response.
(f) Even if it is ascertained that the source of pollution is not from own, cargo operation should be stopped after communicating with office and the terminals/other relevant authorities.
(g) Contingency measures thereafter shall be as per ship’s SOPEP/SMPEP/PCSOPEP (as applicable) and terminal’s instructions.
(h) Reporting to external authorities shall be as per SOPEP/SMPEP and VRP as applicable.
